Guide to child-resistant packaging requirements, opaque bag regulations, warning labels and resealable options for cannabis and CBD brands.
Cannabis packaging is one of the most regulated packaging categories in the world. Requirements differ by US state, Canadian province, and country, but certain principles are universal: child-resistance, opacity, and mandatory warning language. Getting packaging wrong means a shipment seized at the border or a product recalled from dispensary shelves.
The Poison Prevention Packaging Act (PPPA) in the US and equivalent legislation in Canada require that cannabis products be in child-resistant packaging. CR packaging must meet ASTM D3475 (or equivalent) testing standards — a panel of children aged 42–51 months must be unable to open the package within 5 minutes, while an adult panel can open it within 5 minutes.
For flexible pouches, child-resistant zippers (CR zippers) meet this requirement. CR zippers require simultaneous press-and-pull action that young children cannot perform. They are available for stand-up pouches, flat pouches and mylar bags from MOQ 500 units.
Most US cannabis states require that packaging be opaque — consumers must not be able to see the product through the packaging. This rules out clear-front window pouches for most cannabis products. The opacity requirement is typically met by using an opaque laminate structure (BOPP/VMPET/PE or kraft/PE/VMPET/PE) with full-coverage printing on both sides.
| Format | Product | CR Option |
|---|---|---|
| Mylar flat pouch | Flower, edibles, concentrates | CR zipper or CR seal |
| Stand-up pouch | Gummies, infused snacks, ground flower | CR zipper standard |
| Pre-roll tube box | Pre-rolls (1g, 0.5g) | Push-and-turn tube lid |
| Rigid paper box | Vape cartridges, edibles | Locking insert or CR insert |
The term "mylar bag" in cannabis refers to high-barrier foil pouches. Standard cannabis mylar bag structure is 3.5 mil total thickness (approximately 88 microns), comprising PET/AL foil/PE. Thicker 4–5 mil options provide better puncture resistance for flower. Exit bags (dispensary carry-out bags) are commonly 125-micron HDPE with a CR press-lock seal.
