How to Verify a China Packaging Factory Is Legitimate Before Ordering

Packaging factories in China range from world-class ISO-certified operations to print shops with a website and no real manufacturing capability. Knowing how to verify a factory quickly protects your brand and your money.

Step 1: Verify the Business Licence

Ask for the 营业执照 (yíngyè zhízhào — business registration certificate). Check: company name matches the factory name on quotations, registration status is active (经营状态: 存续), registered address matches the factory address. You can verify online at gsxt.samr.gov.cn (China's National Enterprise Credit Information Publicity System).

Step 2: Verify FSC/ISO Certificates

FSC certificate: verify at info.fsc.org — search by certificate number. FSC certificates show: which factories are covered, which product groups, and whether the certificate is current. ISO 9001: verify through the issuing certification body's website (Bureau Veritas, SGS, TÜV, etc.).

Step 3: Video Call Factory Tour

Request a 20-minute video call walking through the factory floor. Look for: actual printing presses (not a rented showroom), finishing equipment, cutting machines, quality inspection area. A legitimate factory is proud to show it. If they refuse or the video is a pre-recorded tour, be cautious.

Step 4: Order a Paid Sample

Pay for a physical sample (USD 50–200 depending on complexity) before placing a production order. Analyse the sample for: print quality, material weight (weigh it), fold accuracy, glue bond strength, colour match to your specification. A factory that cannot produce an acceptable sample will not produce acceptable mass production.

Step 5: Check Trade References

Ask for two or three buyer contacts in your market (US buyers for a US brand). Call them. Ask specifically: did the factory deliver on time, was quality consistent between sample and production, how did they handle defects?

Red Flags

• No FSC certificate or FSC number doesn't verify at info.fsc.org
• Price quote 40%+ below all other quotes — likely subcontracting
• Reluctance to do video factory tour
• Payment required to a personal bank account, not company account
• No physical address or Google Maps shows a residential building
