How to Evaluate and Select a Packaging Supplier: Scorecard and Criteria

Selecting the wrong packaging supplier is expensive: failed quality, production delays, compliance breaches, and communication breakdowns all generate costs that dwarf the initial saving from choosing the lowest quote. A structured supplier evaluation process reduces selection risk and creates a documented record that supports supplier relationship management over time.

Five Evaluation Dimensions

Evaluate packaging suppliers across five dimensions. Score each criterion 1–5; weight dimensions based on your business priorities.

1. Technical Capability

• Product categories manufactured (flexible, rigid, folding carton, labels, corrugated)
• Print technologies available (offset, flexo, gravure, digital)
• Finishing capabilities (foil, UV, emboss, lamination)
• Maximum and minimum format sizes
• In-house vs outsourced operations (outsourcing adds risk and lead time)
• Sample production capability and speed

2. Quality Management

• ISO 9001 certification (quality management system)
• ISO 22000 or BRC certification (if supplying food packaging)
• In-house colour measurement equipment (spectrophotometer)
• Incoming material inspection process
• Statistical process control and reject rate data
• Customer complaint and resolution process

3. Compliance and Sustainability

• FSC Chain of Custody certification
• Food contact material compliance documentation (21 CFR, EU 10/2011)
• REACH compliance for inks and adhesives
• Environmental certifications (ISO 14001, energy usage reporting)
• Social compliance (BSCI, SA8000, or equivalent labour standards audit)

Reference Checks

Request three customer references from brands similar to yours in category, scale and geography. Call or email references with specific questions: Was the first production run quality consistent with the approved sample? Were lead times met? How were quality issues resolved? Would you use this supplier again? Reference checks take 30 minutes but surface information that RFQ responses and factory tours cannot.

Trial Order Before Full Commitment

For any new supplier, place a trial order at the smallest practical quantity before committing to an annual supply agreement. The trial validates quality, lead time, documentation and communication in practice, not just on paper. Build a trial order evaluation scorecard that uses the same criteria as supplier selection, so you have a documented basis for proceeding or switching.
