Pet Food Packaging Requirements: Materials, Seals and Regulatory Guide

Pet food is the fastest-growing segment in flexible packaging. Premium pet food brands compete on product quality and pack quality equally — consumers willing to pay $30+ for a 5lb dog food bag expect the packaging to communicate that premium positioning. At the same time, pet food packaging must meet regulatory labelling requirements in every destination market.

Material and Barrier Requirements

Dry kibble, freeze-dried raw, and air-dried formats have different barrier needs. Moisture and oxygen ingress are the primary enemies; fat oxidation is the secondary concern for high-fat formulas.

US Market: FDA and AAFCO Labelling

Pet food sold in the US must comply with AAFCO model regulations, which most states adopt. Key labelling requirements include: product name and species designation, net weight statement (lower 30% of principal display panel), ingredient list in descending order by weight, guaranteed analysis (min. crude protein, min. crude fat, max. crude fibre, max. moisture), nutritional adequacy statement, feeding directions, and manufacturer name/address.

The FDA also requires that the manufacturer or distributor name and address appear on the label. For imported products, the US distributor address is typically used.

Bag Styles for Pet Food

• Side-gusset bags with pinch bottom: Classic pet food style; pinch bottom creates a flat base for shelf standing
• Flat-bottom quad-seal bags: Four-panel box shape, excellent shelf presence, growing in premium segment
• Stand-up pouches: For treats, toppers and smaller SKUs under 2kg
• Wicketed bags: For automated filling lines in large-volume production

Closure and Resealability

Resealable zippers are standard on premium dry pet food bags. For larger bags (10–25kg), a top fold-over seal with no zipper is common because resealability is handled by a storage container. Tin tie closures are used on some premium and natural pet food bags to convey an artisanal aesthetic.
