UK EPR Packaging Data: What Your Overseas Supplier Can and Cannot Provide

UK EPR Packaging Data: What Your Overseas Supplier Can and Cannot Provide

Quick answer

Under UK packaging extended producer responsibility (EPR), the reporting and fee obligations sit with UK-established businesses that meet the GOV.UK thresholds, such as the brand owner or the business importing and filling the packaging, not with an overseas factory. What the factory can do is give you reliable source data: a component-by-component sheet listing material, weight per unit, coatings, laminations and recycled content, measured on the approved sample. You, or your compliance scheme, then decide packaging type, nation of sale and how it is reported.

Quick facts: Custom Packaging Boxes

  • Indicative unit price: about US$0.05–0.10 per piece. This is a guide, not a quotation: the final price depends on size, material, print colours, finish and order quantity.
  • MOQ: typically from 500 pcs per size and artwork; the confirmed minimum depends on material, print method and features and is stated on the quotation.
  • Lead time: Physical samples 5–7 working days after artwork is confirmed; bulk production 20–30 days after sample approval.
  • Who makes it: BestPackFactory’s own factory in Longhua District, Shenzhen, China. Free dieline and artwork proof within 24 hours. See real samples and videos.

Who is responsible: the general picture

GOV.UK guidance (checked October 2026) describes several packaging activities that can make a business an obligated producer, including being the brand owner, packing or filling, importing goods in packaging, supplying unfilled packaging, and selling filled packaging to an end user. Whether you are obligated, and whether you count as a small or large producer, depends on being established in the UK, your annual turnover (from around £1 million) and the tonnage of packaging you handle (more than 25 tonnes). Large producers report more often and pay fees; small producers register and report once a year.

A typical case on this site is a UK brand that imports empty printed boxes or pouches from China, fills them and sells them under its own name. Several of the listed activities may apply to that business, and GOV.UK says each item of packaging is only counted once. Exactly which activity you report under is a question for the official guidance, your compliance scheme or adviser. The Chinese factory is not established in the UK and does not register or report for you.

Supplier data vs your decisions

The component spec sheet to request

Ask the supplier to fill one line per component, per packaging item, for the exact specification you approved:

  1. Item name and your SKU or reference.
  2. Component name, for example outer lid, base, paper wrap, EVA insert, magnet, ribbon, window film, zipper.
  3. Main material and grade, for example greyboard, coated board, kraft paper, PET film, PE film, aluminium foil.
  4. Weight per unit in grams, measured, with how many samples were weighed.
  5. For laminated or multi-layer structures: each layer and its approximate share of total weight.
  6. Surface treatments: lamination film, varnish, foil stamping, spot UV, adhesives.
  7. Recycled content for plastic components, with the basis of the claim.
  8. Whether the component is designed to be separated by the user, for example a removable insert.
  9. Export packaging per shipment: outer carton material and weight, pallet type, stretch film.

Every product BestPackFactory sells is made in its own factory, so this information is gathered from the production specification and the approved sample; what can be documented for your particular structure is confirmed in the quotation.

How different formats look on the sheet

  • Corrugated mailer box: usually one main paper-based component, plus tape or labels. Simple to record.
  • Folding carton with lamination: board plus a thin plastic film; record both, as the film may affect assessment.
  • Rigid magnetic gift box: greyboard, wrapping paper, glue, magnets, often an insert and ribbon. Several materials in one item, so weigh each part separately before assembly. See the luxury magnetic boxes page for typical constructions.
  • Printed stand-up pouch: a multi-layer plastic or plastic and foil laminate with a zipper; the layer breakdown matters, and so does any recycled content claim.

Measuring weights so they hold up

Paper and board weight varies slightly between production lots, so quoted grammage is not the same as the finished weight of a component. A practical method is to weigh several finished units from the approved sample or first production, record the average and the scale used, and repeat when the specification changes (new board grade, added insert, different film). Keep the sheet with your purchase order so the reported weight is linked to a specific version.

Design choices that make reporting simpler

You do not need to redesign to comply, but some choices make the data cleaner: fewer mixed materials in one component, inserts that lift out, and avoiding plastic lamination where an uncoated or varnished finish meets your needs. For material options see recyclable packaging materials. Whether a change affects fees depends on the current GOV.UK recyclability assessment rules, which your adviser can check.

Common mistakes

  • Treating the supplier's data sheet as a compliance certificate. It is input data; the obligation remains with the UK business.
  • Using the board grammage from the quote instead of measured finished weights.
  • Forgetting transit packaging: export cartons, pallets and film that arrive with the goods.
  • Not updating the sheet when a reorder changes material, size or finish.
  • Asking for data only at the reporting deadline, when samples are no longer available.

Frequently asked questions

Who is responsible for UK packaging EPR when boxes are made in China?

In general, the UK-established business that meets the GOV.UK thresholds, for example the brand owner or the business importing and filling the packaging. The overseas factory does not register or report for you. Check the current GOV.UK guidance or your compliance scheme for your specific role.

What packaging data can a Chinese supplier provide for UK EPR?

A per-component sheet with material, measured weight per unit, layer structure for laminates, coatings and adhesives, and recycled content for plastic parts where documented. Packaging type and nation of sale are your decisions.

Should EPR weights come from the quotation or from samples?

From weighed finished samples where possible. Quoted grammage describes the raw material, not the finished component, and weights vary slightly between lots.

Do the export cartons and pallets count as packaging?

They are packaging that arrives with your goods. How they should be treated and reported is a question for the GOV.UK guidance or your adviser, so ask the supplier to record their material and weight as well.
