Importing Custom Packaging from China to Germany and the EU: Buyer Guide

Importing Custom Packaging from China to Germany and the EU: Buyer Guide

Quick answer

For packaging shipped from China to Germany, the EU-specific points are an EU EORI number for the importer, import VAT that VAT-registered importers can usually deduct, and packaging-law duties that fall on the business placing filled packaging on the German market. Most German B2B buyers do better buying FOB or CIF and using their own forwarder and customs agent than accepting DDP, because DDP into the EU requires the seller side to act as importer. Ask the supplier for a document pack covering invoice detail, component materials and weights, and any food-contact or FSC paperwork before shipment.

DDP vs FOB or CIF into the EU

DDP means the seller side clears the goods and pays duty and import VAT. For a seller outside the EU, that normally requires an EU representative or registration, and the import VAT is then recorded against that party rather than your company. If you are a VAT-registered German business, you usually want the import declared in your own name so you can deduct the import VAT and keep your own customs records.

  • Choose FOB or CIF with your own agent when you are VAT-registered, plan repeat orders, or ship to your own warehouse or 3PL.
  • Consider DDP for a one-off small order if you have no forwarder yet, but ask in writing who the importer of record is, which commodity code was used and what local charges are excluded.
  • EXW suits buyers whose forwarder already collects from Chinese suppliers.

BestPackFactory quotes FOB, CIF, EXW or DDP; what each quote includes is confirmed in the quotation. In the EU the customs value commonly includes freight and insurance to the EU border, so a FOB quote and a CIF quote often lead to a similar dutiable value once freight is added. Your customs agent can confirm this for your shipment.

German and EU packaging rules in brief

Germany's packaging act (VerpackG). Businesses that place packaging filled with goods on the German market for the first time, including importers and online sellers, are generally required to register in the LUCID register run by the Zentrale Stelle Verpackungsregister (ZSVR). Packaging that typically ends up with private consumers must also be licensed with a dual system. Empty boxes bought from a Chinese factory usually become the brand's obligation once they are filled and sold. German implementation is being adapted to the EU regulation below, so check the current ZSVR guidance.

EU Packaging and Packaging Waste Regulation (PPWR). The PPWR has applied since 12 August 2026, with many requirements phasing in later. For a practical breakdown for custom boxes, read our EU PPWR 2026 custom packaging checklist. For buyers importing from China, the main point is to collect component material, weight and design information from the supplier now, so you can respond to later requirements.

EU Deforestation Regulation (EUDR). Paper and board products, including packaging imported as goods in its own right, are within the regulation's product scope. Its application has been postponed more than once and, as of October 2026, is scheduled for 30 December 2026 for larger operators and later for micro and small operators. Packaging used only to protect another product is treated differently. Ask your adviser whether and when it applies to your empty paper packaging imports, and what origin information you will need from the supplier.

Supplier document pack to request

  1. Commercial invoice describing each item by material and construction (for example "folding carton, printed paperboard"), quantity and value, with the terms of sale.
  2. Packing list with carton count, net and gross weight and dimensions.
  3. Bill of lading or air waybill.
  4. Certificate of origin if your agent or customer asks for one.
  5. Component sheet: material, weight per unit, coatings, laminations and adhesives.
  6. Food-contact paperwork if relevant, for example a declaration of compliance referring to Regulation (EC) No 1935/2004 and, for plastics, Regulation (EU) No 10/2011. What is available depends on your structure.
  7. FSC claims only where the supplier holds valid certification; see FSC certification for packaging.
  8. Paper fibre origin information if your adviser says EUDR applies.

Every product BestPackFactory sells is made in its own factory; which of these documents can be issued for your order is confirmed in the quotation.

Logistics to Germany

Sea freight from China to Germany commonly arrives at Hamburg or Bremerhaven, or at Rotterdam or Antwerp with onward trucking. Some forwarders also offer rail services from China to inland hubs, and air freight suits samples and urgent launch quantities. Transit times quoted by forwarders are estimates. Wooden pallets need ISPM 15 treatment marks. If goods are going to a 3PL or marketplace warehouse in Germany, share its receiving rules with your RFQ.

Common mistakes

  • Accepting DDP and then finding the import VAT cannot be deducted by your company.
  • Selling in Germany before LUCID registration and system participation are in place.
  • Vague invoice descriptions that lead to customs queries.
  • Asking for PPWR or EUDR information after production, when it is harder to trace.
  • Printing recycling symbols or environmental claims on artwork without checking current EU and German rules.

For box formats commonly imported by EU brands, see custom folding cartons.

Frequently asked questions

Do I need an EORI number to import packaging from China into Germany?

Yes, the importer of record needs an EU EORI number, which German businesses obtain through German customs. Apply before the goods ship and give the number to your customs agent.

Should a German company buy custom packaging DDP from China?

Often not. DDP into the EU means the seller side acts as importer, so the import VAT is usually recorded against them. VAT-registered German businesses commonly prefer FOB or CIF with their own customs agent. Confirm with your adviser.

Who registers imported packaging in LUCID?

Generally the business that places packaging filled with goods on the German market for the first time, which is usually the brand, not the Chinese factory. Check current ZSVR guidance for your situation.

Does the EUDR apply to empty paper boxes imported from China?

Paper and board products are within the regulation's scope, and as of October 2026 application is scheduled for 30 December 2026 for larger operators. Whether it applies to your imports and from when should be confirmed with your adviser.
