Custom Packaging from China to the UK: A Small-Brand Buyer Guide

Custom Packaging from China to the UK: A Small-Brand Buyer Guide

Quick answer

A UK small brand can order custom boxes, bags or pouches from a Chinese factory from 500 PCS, but the UK-specific decisions are who acts as importer of record, how import VAT is handled, and which freight mode suits the order volume. If you are VAT-registered and want to recover or postpone import VAT, buying FOB or CIF with your own UK customs broker is usually cleaner; DDP is simpler for a first small order but the import VAT paperwork may not be in your name. Ask the supplier for a per-component material and weight sheet at sampling stage so you have data ready for UK packaging EPR and, for plastic parts, Plastic Packaging Tax.

This guide covers only what changes when the destination is Great Britain or Northern Ireland. For the general sequence (supplier checks, quotation, samples, deposit, inspection, freight and landed cost), follow how to import custom packaging from China first.

What is different about importing into Great Britain

Since the UK left the EU customs union, goods arriving from China are declared on the UK's own customs system, and the importer needs an EORI number that starts with GB. Most small brands appoint a customs broker or freight forwarder to submit the declaration on their behalf, so register for the EORI and agree the broker before the goods leave China.

Duty depends on the commodity code. Printed paper boxes, corrugated cartons, paper bags and plastic pouches fall under different headings, and each is looked up in the UK Global Tariff through the GOV.UK Trade Tariff service. Agree the description and code with your broker and ask the supplier to describe each item on the commercial invoice by material and construction, not just "packaging".

Import VAT is normally charged on the value of the goods plus duty and the cost of getting them to the UK. VAT-registered businesses can commonly use postponed VAT accounting, declaring import VAT on their VAT return instead of paying it at the border. Your broker needs to know you intend to use it before the entry is made. We do not quote duty or VAT rates here because they depend on the code and can change; your broker can confirm them for your exact goods.

Deliveries to Northern Ireland follow different arrangements from Great Britain. If any part of the order is going there, say so in your RFQ and to your broker at the start.

Freight choices for a 500 to 5,000 piece order

Custom packaging is usually light but bulky, so volume drives freight cost more than weight. Folding cartons, mailer boxes and pouches ship flat and pack densely; assembled rigid boxes take far more space.

  • Air or express: sensible for samples, urgent launch quantities or small flat-packed orders.
  • Sea LCL (shared container): common for a few cubic metres of cartons. Expect origin and destination handling charges on top of the ocean freight, and deconsolidation at a UK container freight station before delivery.

Containers from China commonly arrive at major English ports such as Felixstowe, Southampton or London Gateway, then move by road to your warehouse or 3PL. Any timings a forwarder gives are estimates, not promises; build buffer before a product launch. If goods travel on wooden pallets, the pallets need ISPM 15 treatment marks, or you can ask for loose cartons or non-wood pallets.

If the boxes go straight to a 3PL or an Amazon UK fulfilment centre, send the receiving requirements (carton labels, maximum carton weight, pallet height, booking reference) with your RFQ so the export cartons are packed to suit.

UK packaging data you should request from the supplier

Two UK schemes depend on accurate data about the packaging itself. The obligations sit with the UK business, not the overseas factory, but the factory is the best source of the underlying numbers.

  1. Packaging EPR: UK producers above the GOV.UK thresholds report packaging by material and weight. Ask for the material and weight of each component per unit: board, paper wrap, inserts, magnets, ribbons, windows, laminations.
  2. Plastic Packaging Tax: applies to plastic packaging components made in or imported into the UK above a tonnage threshold and below a recycled-content threshold set by HMRC. For pouches, PET inserts, windows and shrink film, ask what recycled content (if any) the material has and what evidence the supplier can give.
  3. Food contact: if the packaging touches food, ask which documents can be provided for your structure before you approve the sample.

Ask for this data on the approved pre-production sample, not after shipment. Every product BestPackFactory sells is made in its own factory, so material and weight details for your specification are confirmed in the quotation and sample stage.

What to put in a UK RFQ

  • Product type, finished size, material, print and finish, quantity (from 500 PCS).
  • Delivery address or postcode, and whether it is Great Britain or Northern Ireland.
  • Preferred Incoterm: FOB, CIF, EXW or DDP, and whether you already have a UK broker.
  • Whether your business is VAT-registered and has a GB EORI number.
  • 3PL or marketplace receiving rules for cartons and pallets.
  • Request for a per-component material and weight sheet, and recycled-content information for plastic parts.

The custom boxes at MOQ 500 page shows the formats most UK start-ups ask about, and the Incoterms guide explains each delivery term in general.

Common mistakes UK buyers make

  • Choosing DDP to save effort, then finding the import VAT cannot be reclaimed because the paperwork names someone else.
  • Accepting a vague invoice description that leads to queries or the wrong commodity code.
  • Comparing quotes on unit price only, without destination charges and delivery to the final address. Use a landed cost checklist.
  • Asking for EPR weights months later, when the sample is gone and the supplier can only estimate.
  • Forgetting that the export cartons, pallets and stretch film arriving with the order are packaging too.

Frequently asked questions

Can a small UK business order custom packaging from China at 500 pieces?

Yes. BestPackFactory's MOQ is 500 PCS for custom packaging. The practical questions are freight mode, who imports the goods and how import VAT is handled, which depend on your order size and VAT status.

Is DDP the best option for shipping packaging to the UK?

Not always. DDP is simpler for a first small order, but the import VAT evidence may be in the importer of record's name rather than yours. VAT-registered brands often prefer FOB or CIF with their own broker so they can use postponed VAT accounting. Confirm with your broker.

What duty rate applies to packaging imported into the UK?

It depends on the commodity code for each item, such as paper boxes, corrugated cartons or plastic pouches. Look it up in the UK Global Tariff and confirm it with your customs broker, as rates and measures can change.

Is the Chinese factory responsible for UK packaging EPR?

In general no. UK EPR obligations sit with UK businesses that meet the GOV.UK thresholds. The factory can supply material and weight data per component so you can report accurately.
